Join a travel adventure. I did this myself a couple of times and always found some good lasting friendships. People tend to bond more easily when out of their comfort zone.
Take a class in a subject you feel passionate about and this way connect with people that share your interest and enthusiasm. Or sign up on Meet up where you can get in touch with like minded individuals in a place near you.
Get a dog. A dog is not only a good companion but also great for meeting other people every morning at your local park.
Track down old school mates and see if old bonds can be re-established.
Chat up the nice neighbour, coworker, classmate, fellow gym bunnies and other people you meet and greet on a regular basis.
Actively seek friendships by placing a personal ad in city magazines, news papers, student notice boards or on the web.

Get a dog. That does it for me. This is an especially great tip for people who are a bit more shy… get a nice dog, take him/her on normal walks, and meet some people around your neighborhood!
